for this project. this hearing again gives us the opportunity to hear about one of the two top issues of concerns for constituents in the south beach rincon hill and mission bay neighborhood. the first that we occurred was transportation. this area is already a neighborhood that is quite impacted by the regular traffic of workers and commuters onto the bay bridge as well as the 2 80. we have a lot of questions in terms of what this new arena -- what is really the assessed impact that we believe might occur and what types of investments do we as a city need to make to address the demands. we have some of the highest collisions between pedestrians and vehicleses in the south of market. so, how will this project impact those rates? second, we asked questions whether we can support bike infrastructure in that neighborhood to increase bike circulation so folks can bike to and [speaker not understood]. third, we have questions about what public transit investment costs are and to meet the demands of additional gains in this neighborhood. we've already seen what muni has been able to do with giants home

supportive and helpful in helping all of us move to this process. i just had a couple final points. first of all, you know, i think we all -- a lot of people have it in our heads we would love for everyone to live in a single-family home or some really big spacious flat. and unfortunately that's not the reality of 2012 san francisco. very few people who are not fortunate enough to have bought or rented a large place a long time ago can afford to do that. it's just not an economic reality in san francisco and we need to be housing everyone, not just the people who are lucky enough to be able to afford or to have spent a long time living in a reasonably priced large unit. we also, as much as we all support public investment in affordable housing -- and i was a big proponent of proposition c, we're never going to have enough public affordable housing money to solve our housing affordability problem just through public investment. part of the solution, it will never be the entire solution, we have to be flexible and creative. and i also want to address i think a fallacy that's out there that

assessment. i'd like to actually -- first of all, i think it's really important for us in planning transportation to take that step back and do much more than just plan for one particular project. when so much is going on in the surrounding neighborhood, this idea of doing a transportation assessment was to get out ahead of what we know are three large projects that will be coming along pretty soon. we're working obviously with piers 30-32. we're aware of what is happening with mission rock. we'll be working with pier 70. it made sense for us at mta to make sure that as a stakeholder ourselves in ensuring good transportation and looking at pedestrian and bicycle and transit and traffic and parking that we also are as concerned about the quality that comes out of this. what we see is an opportunity here and i appreciate the chance to work and get ahead of this opportunity. so, the slides that i have on the powerpoint, i don't know if that's coming across -- thank you -- one of the first steps we want to do is step back and look at not just pier 30-32, but look at the bigger waterfro

these are what's in the books. help us figure out this is adequately addressing what you see emerging in this part of town because we can circle those goals and objectives and say, yes, they point to this part of the waterfront. i expect we'll need to come up as a community with new goals and objectives that reflect what is really happening. however, that should be a fantastic exercise because when we do, when we have goals and objectives, we have an inventory of all the projects in the works and when they're happening and we have a list of what the concerns are, what we can start doing is fashioning some recommendations and solutions. and to do that before may 2015, get that out ahead of the published draft e-i-r for pier 30-32, it gottion us ahead of the draft e-i-r for mission rock and pier 70. so we can start pointing to tremendously valuable mitigations measures and solutions that hopefully are part of the project or certainly addressing what the project impacts are. again, i'm one of the stakeholders. my system mta needs to work well. getting ahead of the data, timing, community

the money that has been allocated for san francisco, it's money that can be used for different things. and the fact that the mta board of directors chooses to use this increase the accessibility of public transportation for low income youth does not mean that the mta cannot, at the same time, turn around and use some of the money for maintenance. that somehow the lack of reliability of the system of an agency that has anpvpx& $800 min budget rests solely on the fact that it's going to make public transit more accessible to low income kids, it's simply not reflective of the reality that has been true of muni for the last few years. muni, to the extent that their issues about maintenance, the reason for that is not because of the funding of these types,%f programs. to the extent thatmine is failing or hasjpn,1 to address those issues, it is not because of somehowqpihb making public transportation more accessible to poor kids in this city. i think it's simply unfair to place that responsibility on that group. we all have ajr:ñ responsibilito make sure that we have a reliable sy

in the approval for the use for this very type of pilot, that in fact it was found the funding at the request of someone in fact commissioner tiny of marin, so that this kind of a pilot that we're talking about could be funded with this money. so the idea that was put out there, that somehow this is not what this funding was intended for, respectfully is not happened at the mtc. but the main point that i want to make is this. you know, i don't know that anyone herei0÷s=úÑ questions the importance of investing in the maintenance of muni, and improving the reliability of the system, and making sure that we have a system that works for every rider. but the notion that we have to choose between that and actually making public transit affordable to low income kids, to me, is a false choice. the two are not mutually exclusive. in fact, as mr. reiskin himself noted during the hearing, and as was noted during the presentation of the tpi funding, the money that has been allocated for san francisco, it's money that can be used for different things. and the fact that the mta board of directors choose

this legislation to us and the thoughtful comments. i also want to thank members of the public that came to speak. i listened intently for those for and against the legislation. i will be supporting the legislation. what was compelling to me was the people that lived in the neighborhood. there were people that live and oppose the legislation and i recognize that from the comments today but the idea of a sense of community, people from all walks of life, whether you're a family, whether you didn't have a family and be safe and comfortable in the neighborhood was something that was very compelling to me, so i just wanted to express that. i think someone who is against it also said this is a community we want to be part of and it's one where you can live and respect each other and i do think because of how people feel strongly about public nudity it's important that the respect goes in all directions and a space that is comfortable for everybody and that's the reasons why i am supporting the legislation. i heard a number of folks that said it's not narrowly tailord and i believe it is and i wan

around the country. that settled into 25% mode split. it puts us in the top 3. chicago has 23-1/2. so, those benchmarks are far and above the transit mode system we've seen are around the country. i'm a little worried why we at mta contributed from the 40 to 20 and i can tell you one of the challenges we have to do is to sustain the great word of mouth. the transit is a way to get there. the list for me is the america's cup experience. you remember the weekend supposed to end by weekend. october 6 or october 7 where we had america's cup fleet week, giants, 49ers, everything happening. we had extraordinary transit modes. we had record rider ship on every single conveyor of people moving out of the area. the lesson is don't scare people away. invite them to take transit. make the options real. do fantastic marketing. i have a feeling our transit was some of the highest we ever saw. it is much more malleable formula. i would say the assumptions back in '99 weren't that far off from where we were, but the trends we're seeing now are positive in getting more people walking and bicycle and

concerns. if i can use the overhead projector. so when -- so the distance of 50' is not actually 50'. so when you think about, it's from the property line. it's not from the center of a restaurant. and so it's actually closer to 60' of a buffer zone. from our perspective, what that does and the map i'm going to show you here -- so the black is actually the available air area for use. all of the dots are existing restaurants and this by the way, as you can see is a 50' diameter. when you move, when you move to a 60' diameter, you can see it becomes much more concentrated and space becomes much more limited. so i think in terms of what the industry vendors are actually interested in is something much closer to a 33' distance. which looks more like that. this is 40'. so it's actually a little bit -- it shows a little bit more space than is available, but really it still leaves opportunity for areas. as you can see, certain areas that are highly dense with restaurants would be out of bounds. the other thing i wanted to bring up is the idea of parking. this permit has given people

.7 million in regional transit performance initiative funding. this funding is to be used for improving reliability. there is no more effectiveádz-zy to chief these goals, this funding should be dedicated 100% to improving muni's deteriorating reliability by purchasing muni vehicles and improving muni's operations. the resolution i sponsored and that is before us today to provides. the mta board of directors is considering a proposal to use a portion of this region a funding not for improving muni's reliability for the youth. i've been public in my skepticism of the free muni for youth program. my skepticism is based on the funding needs and deficit and my belief that the funding will come from muni operating money. worry now seeing that's the case, that muni is considering using some of this maintenance money for the free muni program rather than to invest in the system, purchase vehicles, rehabilitate vehicles, and over-wise make the system more reliable. once a free muni pilot program ends there will be enormous pressure to extend the program and that pressure almost certainly will

legally to use this money for the free youth pass program. this is one of the allowed uses. but as supervisor elsbernd stawtd stated so is maintenance procurement or rehabs and this is a choice, not a false choice. we heard that yesterday. we heard it today. that is absolutely rhetoric.82( and -- well i don't like it, but the fact is that transit funding is a limited thing. it's not this growing asset. you don't just use the money for something, and then it magically appears from somewhere else. it is a -- for -- i don't like it but it's a zero sum game in terms of how we use very scarce transit dollars. this is anything but a false choice. i will also say that i recall, months and months ago, hearing both the mayor and mr. reiskin state that no further operating money will be used for this program, period. those were categorical statements. so when we went to the mtc and mtc was proposing to use a form of lifeline money to give to san francisco, iñi( x.÷ think $4 million for this program, that money can't be used just for general maintenance. it is lifeline money. and i

and [speaker not understood] the mayor's office of housing has used and intends to use the affordable housing parcels. clearly one of the goals of the early involvement of the redevelopment agency was to front money towards the completion of the boulevard and facilitate that at a time when there were not entitlements for the remaining parcels. and, so, we were able to enter into agreements with the city early on, provide funds, funds that were from our low mod housing funds to the city so that the city could begin working on the octavia boulevard. and we were very, very glad to do that, in part, because one of the goals of the -- both the neighbors as well as the city was to restitch the neighborhood. not only were we talking about transportation improvements. we're talking about how we're going to rebuild upon those vacant parcels and how those vacant parcels add to a reinvigorated neighborhood. and i'm very, very pleased that work with the neighbors in creating half of those units that were -- are being projected as affordable housing units and doing that in a way that has been very, very s

coming before us to allow this building -- to go through but to cap the production of these microunits to 375 units. for that reason i will be voting to support this today. but i still wanted to reiterate the concerns that i had shared several months ago on terms of what this policy may mean. first of all i really do hope that if these units do go forward that they're tried out in other naikdz neighborhoods. soma is already experiencing incredible density and is really struggling to meet that density with infrastructure, whether it is transit and open space. and i think that it'sá ás÷ realy important that as we experiment or pilot this program, that we really study what the impact to those neighborhoods are, and are we adequately meeting those needs based on this policy. these smaller units would increase population -- could increase population in my district by as much as 32%. and i think that as we do this, it's important that we carefully study this. so i prosecute esh that we are going -- appreciate that we are going to move forward with this in this directio

tenable expense stream for us, and stabilize our expenses of occupancy. so we have reduced that amount in 2009, we were down to 116,000 square feet and now we're at 81,400 square feet at 875 stevenson street. that property is right behind what's called 1355 market street, or what's been rebranded as market square, where trirt an --twitter and others have mod into. that resurgence has lit a fuse to move forward with new improvements by the ownership of both buildings, which is forcing the item before you today of an early exit from 875 stevenson. our current lease agreement allows us to remain on the premises until may of 2015. so the one agreement, that has us exiting, would call for an early exit by no later than february 4, 2013. in consideration for that early exit, we've negotiated a payment to cover the cost of the move itself, as well as the increased cost of occupancy because rental rates have increased since we struck the agreement at 875 stevenson. so that's sort of where we're at, and why we're leaving. the other question is where we're going. so we have, at 875 stevenson str

useful life, and with a more its useful life, and with a more regular procurementg< entire fleet ages all at once. as i said, we are prioritizing for the fleet but for the rails, for the i don't have head wires, the other things that support liability of the system. and i'll give you some examples the core infrastructure, we're working on improving the system speed and reliability. we are currently with funding from prop b, the streets bond from last year, we have funding for transit signal priority, we have the travel time reduction projects that are part of the transit effectiveness project currently undergoing environmental review. that review should be done within the next year or so. and then we will have a number of projects that will help make the service that we do have on the street faster and more efficient. we're identifying areas to dedicated transit lanes and other improvements. we have some recent grant funding that's going to enable us to do that. we're about to do a pilot in supervisor wiener's district on church between 18 and duboce to test that concept but more judah. a

and some other things. the 6.7 million that is allocated for this project, 22% is going to be used for pilot project for the free muni for youth. the other 76%'s going to be used for maintenance. i don't know why. supervisor scott wiener is youth. this is something that we should consider as an important issue for our community. looking at the demographics, in terms of people opposing this project, just white women, rich, and majority of people of low income folks here, they support this project. i don't believe that this is something that is unsustainable. i think that the equity is there. there is funding for it. it's a pilot project that we can go forward and have it move -- be implemented. my last thing is that we should change the way we think in this city. this city is for everybody. we have to recognize san francisco values. we have to support everyone, not just blacks, latinos, asians, lives here. the way the debate was going, it's so racist and prejudicial. we have to stop the discrimination thing in the ci city. >> supervisor wiener: is there any additional public comment

a lot of good suggestions but no comments that would lead us to revise the goal so we are recommending approval of 8.5 percent for the remainder of the fiscal years. >> i am curious about the feedback that we got that was helpful, i think that this is a goal that all of the directors share in terms of increasing minority in small business participation. >> yeah, the roundtable that we have, we have represented from asian american architects and hispanic chamber of commerce, california small business association, etc., etc., several woman's groups as well. most of the feedback had to do with out reach, we are to really get word out about contract opportunities that these small businesses are looking at. and places like bidsink making sure that our website is easy to navigate and that we are sending out notices which we do. they also had some feedback on matching up the goal setting process that you go through, a process of matching the industrial classification codes and looking at the dbes available in those areas and they have suggestions on which codes to use that would capture the s
